On November 1 the suit of "A1+" founder "Meltex" LLC versus the Republic of Armenia was accepted by the European Court of Human Rights. The suit challenges the decisions of Armenian judicial authorities about the legitimacy of the broadcast licensing competitions held by the National Commission on Television and Radio. As it has been reported, on April 25 the court of primary jurisdiction, and on June 14 the supreme judicial body of the country declined the claim of "A1+" founder to annul the decisions of the National Commission on holding competitions (see details in YPC Weekly Newsletter, April 27 – May 3, 2002, and June 8-14, 2002).
Meanwhile, "A1+" TV company applied for participation in the new broadcast licensing competition, announced by National Commission on October 15 (see YPC Weekly Newsletter, October 12-18, 2002). According to the management of "A1+", a more detailed and expanded version of the broadcast concept, declined on April 2, 2002, was submitted as a bid.
