On December 10, the Board of Stepanakert Press Club issued a statement, voicing a concern over the retardation in adopting the Law “On Television and Radio” by the Parliament of Mountainous Karabagh. The draft law was passed in the first hearing in June 2001, and, according to the acting legislation of MK, the discussions on this must be completed by the end of the year. The declaration mentions, in particular, the controversies existing between the legislative and executives powers in this regard and calls upon them “to rise above the personal and group interests and assist the adoption of the law which will significantly facilitate the democratic reform process”. The SPC Board also calls on the deputies to be firm and “bring the discussion of the law to the logical conclusion”.
As the statement emphasizes, the adoption of the broadcasting law is a core stage in the establishment of democratic and civil society and, as consequence, in the solution of internal and external problems of MK.
